So my question is if I got rank 8 norn on one of my characters, then put it in my HoM and then deleted that character would the title still be in my HoM?

Any title or armor recorded in your HoM remains there even if you delete the character.

I believe you also need rank 10 to put it in the HoM

The statue would only appear in the Account mode, but yes, it will remain there.

What happens in the hom, stays in the hom

But yeah, you will need rank 10, not 8
